Helping someone with carpal tunnel- controller that essentially acts as a touch screen for a PC?

I'm working with someone who has carpal tunnel. Part of their therapy has been using a touch screen device, which allows for more variation of movement and has been relieving for them. But now their department computer replacement program does not have the funding for touch screen devices, and her replacement computer will be here in the next couple of weeks. She's willing to purchase her own peripheral, but I'm having a hard time finding something that will help. I am aware of Wacom tablets, but I'm not sure how steep the learning curve is. I wish I could find something that would basically like driving a computer with an iPad or similar tablet. Is this possible? is there an adaptive device like this? Maybe I don't know what to call it, but I can't seem to find anything.
